The Master parameter set is created to store the main version of a parameter. The Master set is automatically created when you extract job parameters from jobs. If you delete a Master parameter then it gets deleted from ALL parameter sets and the parameter definition also gets deleted. Parameters and their relationship to jobs is not deleted. The Master parameter set also cannot be copied as a group to jobs or data sets. This would cause too many problems. There should never be a need to copy the Master parameter set.
